Review of Fuding City's Tourism on 2014 National Holidays

During the 2014 national holiday, under the leadership of the Fuding Committee of the Communist Party of China, Fuding Municipal People's Government and superior competent departments in tourism, each member unit of the municipal coordinating and leading group for holiday travelling has performed their own duties carefully and coordinated closely, which guaranteed the safety and order of the city's overall tourism market, and the achievement of the integrated targets of "safety, order, quality and benefit".

I. Overall situation for tourism reception

From October 1 to 7, our city has received 226,400 tourists, an increase of 18.3% year-on-year, and has realized a tourism revenue of RMB 123 million, an increase of 23% year-on-year. Taimushan Scenic Area has received a total of 168.200 tourists, an increase of 19.2% year-on-year, while its tourism revenue reached RMB 11.455 million, an increase of 25.8% year-on-year.

II. Main features of the tourist market

1. Self-help touring and family touring have evolved into the mainstream. During the national holiday, the expressway was kept free of road roll and available across the whole line; the railway interests offered more holiday bullet train trips for the traffic convenience enjoyed by tourists. The sunny and cool weather staying during the holiday also motivated greatly people's passion for touring and our city saw a great number of self-help and self-driving tourists. According to statistics, from October 1 to 7, there were a total of 13,030 vehicles present in Taimushan Mountain Peak Scenic Area with 12,873 small vehicles accounting for 98.8%. Since the "Double Ninth Festival" fell on October 2 this year, sweet and harmonious family touring scenes constituted with both the old and the young could be spotted everywhere in various scenic areas.

2. Country touring and eco-touring were highly favored with new scenic areas under continuous growth in popularity.

More and more tourists favor getting close to the nature during the holidays with the most relaxing way, which promoted the endless stream of tourists into Sanmenli, Gaotan agritainment and ZiGuo Temple, etc. in the peri-urban areas. The new rural tourism spots, like Taishan Island and Panxi Houping Grassland, have attracted a great number of tourists for its natural landscapes and simple folk traditions and customs. The newly opened Liancheng rural tourism spot and Hengrun Agro-ecological Tourism Park also made good starts, receiving more than 6,000 and 5,000 tourists respectively. In addition, the beautiful coastal sceneries in our city have attracted the arrival of photographers from various places.

3. The brand effect for tourism was significant.

From September 18 to 23, on the 6th International UNESCO Conference on Geopark held at Stonehammer Geopark in Canada, Ningde UNESCO Global Geopark successfully passed the evalution conducted by the UNESCO and won the "green card", which witnessed another promotion of Taimushan Tourism's brand image. The Taimushan Culture & Tourism Festival held from September 28 to 30 also produced good advertising effects, which allowed a wide promotion of our city's natural landscapes, snack culture, folk culture and tea culture among the tourism industry and the extensive tourists. It is shown according to a sampling survey among the tourists that the major number of tourists know and get familiar with Taimushan through the internet and other new media, and the word-of-mouth promotion from their relatives and friends.

4. The industrial chain extended continuously with highlighted economic effects in tourism.

The flourishing of tourism market caused the overall prosperity in several major aspects, like "eating, accommodation, travelling, touring, purchasing and entertaining". According to statistics from the sampling survey of tourists, there occurred increases in both the tourists' stay length and average consumption level compared with those realized last year. The occupancy rates for various tourist accommodations were relatively high, with 84.3% for star grade hotels and 88.4% for non-star grade hotels. The tourists for Fuding not only had a high praise of the rich natural landscapes of our city, but also showed great interests in local food and specialties. Both the seafood stalls and local snacks enjoyed a lot of visitors and flourishing businesses; Fuding specialties, like white tea, areca taro and seafood products were also in hot sales.

III. Effective guarantees for holiday tourisms were implemented.

1. Careful preparation and considerate deployment

In the special meeting held for the National Holiday tourism work by the municipal holiday office before the holiday, each member unit was required to carefully implement their duties and work under concerted efforts, insist on the basic principles of "careful organization, well planning, clear responsibilities, and strengthened coordination", guarantee the successful deployment of personnel, time, measures and responsibilities, and try one's best to fulfill all tourism assignments of the National Holiday. Meanwhile, the office also took lead in organizing multiple departments, including the public security, traffic police, maritime affairs, transportation, tourism, fire-fighting, health, safety supervision, quality supervision, industry and commerce, to carry out pre-holiday joint law enforcement and inspection in various tourism enterprises for further eliminating potential safety hazards and rectify the tourism market. All scenic areas in this city improved their emergency plans, took effective measures to enlarge the capacity of their area and to divergence and channel traffic and pedestrian flows, and prepared well to deal with all sorts of emergencies deriving from bursting increase of tourists.

2. Strengthened supervision and guaranteed safety

During the holiday, each member unit of the municipal coordinating and leading group for holiday travelling strengthened the mechanism of leader in charge and personnel on duty. The municipal departments of reserve battalion, public security, industry and commerce, frontier defense and traffic police coordinated positively and performed guard duties on various scenic areas. The plenary working staff of Taimushan Management Committee adhered to their posts to facilitate the traffic dispersion and order maintenance for all traffic hotspots within the scenic area; YuShan Island Scenic Area imposed limitation on tourist number; Jiulixi Scenic Area and Niulanggang Scenic Area increased their efforts in water safety control; Cuijiao Ancient Dwelling Scenic Area emphasized the fire-safety; all of these measures contributed to the safety and order in each scenic area.

3. Regulated market and optimized services

The municipal holiday office and Taimushan Management Committee pay high attention to the standardized services of the tourism market, and are devoted to improve the management of tourism services and create an overall tourism environment featuring civilization and integrity. The around-the-clock duty system was implemented, and phone numbers for tourism complaining and consulting, as well as for rescuing were released. Specific personnel were assigned to give patrol inspection of the standardized management of travel agencies and star grade hotels, as well as the services of tour guides for timely deal with non-standard conducts and tourist complaints. According to statistics from the sampling survey of tourists and the return receipts for tour guides, the satisfaction rate for the services of guides reached up to 100%. On October 3, the gathering of the local masses at Tianhu scenic spot resulted in a traffic jam for vehicles uphill and downhill in the YuShan Island Scenic Area, which influenced the public order to some extent and caused complaints from tourists. After receiving reports, the principal leaders in Ningde Committee of the Communist Party of China, Fuding Committee of the Communist Party of China, and Fuding Municipal People's Government assumed high attention; Zhong Minglong (the director general of the Ningde Tourism Administration) Li Shaomei (a member of the Fuding Municipal Standing Committee) and Wang Shaoyan (Taimushan Management Committee) immediately arrived at the site for the coordination and disposal work, as well as for the mass comfort work. Yushan Town and tourism companies cooperated well in the placation of tourists and imitatively met the requirements of part tourists for ticket refunding. That afternoon, the situation for the gathering was mitigated; the roads uphill and downhill regained clear access while the tourists were under orderly evacuation. In addition, the municipal holiday office also received 2 complaints in terms of the tourism management and service of some scenic areas, which were both treated under coordination.
