Administrative Measures for the Protection of Geological Relics in Ningde UNESCO World Geopark

Article 1 In order to strengthen the protection and management of the geological relics of the UNESCO World Geopark in Ningde, these measures are formulated in accordance with the Environmental Protection Law of the People's Republic of China and other laws and regulations and in combination with the actual situation of our city.
Article 2 These measures are applicable to the protection and management of various geological relics and geomorphological landscapes in the UNESCO World Geopark in Ningde.
Article 3 The geological relics and geomorphic landscapes in the geological park belong to the state, adhere to the principle of "protection first and reasonable utilization", and maintain their original, natural, integrity and authenticity.
No unit or individual may destroy, excavate, trade, change or move geological relics and landscape.
Article 4 The Ningde UNESCO World Geopark Management Committee is responsible for the supervision and management of the protection of the Geopark.
The management offices of Taimu Mountain, Baiyun Mountain, Baishuiyang, and Jiulongji scenic spots are responsible for the specific management of the protection of each scenic spot in the Geopark.
Article 5 The Ningde UNESCO World Geopark shall be protected and managed at different levels. It is divided into the following four levels of protection zones:
(1) Special protection zone: including white water ocean: rock wall, canyon, stone column, collapse hole, water erosion hole, isolated peak, peak cluster, northeast fault, joint, water landscape, flat-bottomed bedrock riverbed, etc; Yiyang: collapse accumulation, collapse cave, arch cave, stone castle, stone pillar, isolated peak, peak cluster, rock wall, canyon, waterfall, northeast fault, circular fault, column joint, water landscape; Yuanyang River: collapse accumulation, stone fort, stone pillar, isolated peak, peak cluster, rock wall, canyon, waterfall, northeast fault, circular fault, column joint, water landscape; Huanglan Canyon: collapse accumulation, stone fort, stone pillar, isolated peak, peak cluster, rock wall, canyon, water landscape; Longting Canyon: collapse accumulation, stone eggs, stone fort, stone pillar, isolated peak, peak cluster, rock wall, water landscape, riverbed erosion landform, deep canyon meander; Nine carp face the sky: collapse accumulation, cave, stone fort, stone pillar, stone egg, isolated peak, peak cluster, rock wall, line valley, NE fault; Covered peak: collapse accumulation, cave, stone fort, stone pillar, stone egg, isolated peak, peak cluster, rock wall, line valley, NE fault; Yuanyang Island: marine erosion landform, caves, reefs, marine erosion cliffs, stone pillars, stone eggs; Bird Island: sea erosion landform, reef, sea erosion cliff, stone pillar, stone egg, etc.
(2) Class I protection area: including Baiyun Mountain: stone pillar, stone fort, isolated peak, peak cluster, canyon, rock wall, waterfall, collapse accumulation cave, ancient mining cave, and middle mountain grassland; Jiulong Cave: rock wall, rock pillar, collapse cave, water erosion cave, isolated peak, peak cluster, northeast fault, joint, water landscape; Liu Gongyan: primitive secondary forest, stone pillar, stone fort, isolated peak, peak cluster, canyon, rock wall, waterfall, collapse accumulation cave; Kaoxi: natural ecology, stone pillar, stone fort, isolated peak, peak cluster, canyon, rock wall, ancient plank road, waterfall, stone arch cave; Chessboard top: circular fault, north-east fault, columnar joint, stone pillar, stone fort, isolated peak, peak cluster; Guangkeng: circular fault, ox nose cave, columnar joint, stone pillar, stone fort, isolated peak, peak cluster, canyon, rock wall; Jiulong Cave: rock wall, rock pillar, collapse cave, water erosion cave, isolated peak, peak cluster, northeast fault, joint, water landscape; Youlong Cave: natural ecology, valley, rock wall, water landscape, riverbed bedrock erosion landform; Jiulong Mountain: natural ecology, stone pillar, stone egg, stone castle, isolated peak, peak cluster, canyon, rock wall; Jinzhong Mountain: collapse accumulation, stone pillar, stone fort, isolated peak, peak cluster, water landscape, riverbed bedrock erosion landform; Yangjiaxi: rock wall, canyon, stone pillar, stone egg, isolated peak, peak cluster, northeast fault, water landscape; Niulanggang: marine erosion landform, cave, reef, marine erosion cliff, beach, stone pillar, stone egg, etc.
(3) Second-level protection area: It mainly includes the forest land on both sides of the road and other areas planned as tourist service area in the scenic area.
(4) Grade III protection area: mainly refers to the protection and coordination area around the geological relics and landscape.
Article 6 The following geological relics are typical geological relics in the UNESCO World Geopark in Ningde, and should be protected:
1. Stratigraphic profile: Fu'an Nanxi - Baiyun Mountain Nanyuan Formation (J3n) profile, Guifeng - Niuchiping Huangkeng Formation (K1h), Zhaixia Formation (K1z) profile.
2. Paleovolcanic geological relics: typical volcanic rocks (rhyolite, fused tuff, cataclastic lava), bimodal volcanic rock assemblage, Yiyang large volcanic structure, Baiyun Mountain volcanic structure Bijia Mountain, Bijia Mountain dome volcanic structure, volcanic rock column joints, etc.
3. Granite landform: crystal cave granite cluster - stone egg landform.
4. Volcanic landform: volcanic peak cluster landform.
5. Marine erosion (deposition) landform: sand beach, rock beach, mud beach, marine erosion hole, marine erosion cliff, island, etc.
Article 7 The Ningde UNESCO World Geopark Management Committee and the Geopark Management Agency shall bury boundary stakes and set up signboards in the nature reserves at all levels to mark the scope, boundary and protection content of the nature reserves. For the typical geological relics under key protection, the geological park management organization shall take measures such as setting up guardrails and special personnel to take care of them for closed protection and management.
No unit or individual is allowed to move or damage the boundary posts, signboards, guardrails, etc. of the geological park without authorization.
Article 8 The following activities are prohibited within the scope of the UNESCO World Geopark in Ningde:
(1) Construction of building facilities that may cause damage to geological relics;
(2) Quarrying, earth borrowing, mining, blasting, grazing, felling, etc;
(3) Collect geological samples and fossils without approval;
(4) Enclose or fill up rivers, springs, waterfalls, etc;
(5) Other behaviors that destroy geological relics and landscape.
The following provisions shall also be observed in the core reserve and first-level reserve of the UNESCO World Geopark in Ningde:
(1) It is forbidden to discharge untreated or substandard sewage into the natural water body in the area;
(2) It is forbidden to discharge and stack waste and garbage;
(3) Restrict the entry of motor vehicles.
Article 9 For the construction projects involving the protection of geological relics within the scope of the geological park, the geological park management organization shall seek the opinions of the administrative department of land and resources, and then submit for approval according to the prescribed construction procedures.
